With reference to Mr. Read's letter of the 20th
March (646/1912-13), I am directed to state that the Board
have decided to recommend Mr. William Kay for appointment
as Junior Assistant Master in the Education Department of
Hong Kong. Further particulars of his qualifications
and experience will be found in the attached papers.
The applications of Messrs. Furnival and Newcombe
were considered but in view of their age they were considered
less suitable candidates than Mr. Kay. Mr. Hambly was asked
but did not wish to stand for the appointment. The papers
of Messrs Furnival and Newcombe are returned herewith.
Sir,
I am,
Your obedient Servant,
F. Frank Frath
The Under Secretary of State for the Colonies,
Colonial Office,
Whitehall, S.W.
